i don't think so. this vb is likely to be published late because some embassies were closed during the last week.

VB is highly unpredictable....lets wait and hope for atleast 1 month movement....

it's sure they are not utilising the visas for f2a....but people are not willing to fight for that....be united and write to the dos and nvc ...it will have some effect...
