According to the information we received with our visa interview date, there is a requirement to obtain a certified copy of birth certificate from the National Population Commission. Does anyone know where this commission is located and the process of obtaining this copy? My fiance has a birth certificate, so we are confused about the "certified copy" thing. How long a process is this and is there a fee? Also for K1 visa, how many days should one plan to complete the medical and obtain police report? Can all these be accomplished in a 5 day work week or does it take longer?

The National Population Commission (NPC) has an office in every local govt council headquarters in Nigeria. So, your fiance should go to the council secretariat of the local government area of his residence to find out the exact address of the NPC in his place of residence. They will have him get either of his parents to sign an affidavit of birth. It is quite a simple process, so relax. The birth certificate can be obtained in a day and cost should be something in the region of N3,000.00.

In Lagos, medicals currently take three days, baring any unforeseen health issue. In between the three days for the medicals, he can go to the Force CID at Alagbon and get the police clearance certificate in only a matter of two hours.

There's no reason why any Nigerian male cannot get all this done in 5 days but it depends on where he is located. However it helps if he is in close proximity to Lagos for the medical which is at least a two day affair unless he tests positive to TB based on XRay then all bets are off.

If he has a BC already chances are that it is already certified, look at the one below and have him compare the stamps.

PS: If he wants he can do the police report at his local state command. Nigeria has a federal police force not a municipal police like here in the US. He needs to confirm that they will send the application to Lagos for processing.

Our biographic stated that she was born in Lagos. The so called birth cert stated General hospital Aba. I have asked her to get age declaration since she cannot find her original birth cert.

What you have won't work. Aba and Lagos are two different city (just in case you weren't aware) maybe 500 miles apart. ANy CO that has spent amy time in Nigeria will knwo the difference between Lagos and Aba. So pursuing the Age Declaration is good but "I" woudl go for a BC as requried by the Embassy. You can get this done in Nigeria.

Does it have to come from the local gov't of birth or can someone get in Lagos

As far as I know, it has to coem from the local government, not Lagos. Please verify with others.
