I am a US citizen and my fiancee is Peruvian. I live in Peru, we met in Peru, and intend to live in Peru after we are married. However, we would like to travel to the US to get have our wedding with my family. Everything I have read about the K-1 visa indicates that it is for people who intend to apply for a green card, which is not our intent. Is there a fiancee visa that does not lead to a green card?

No you would be applying for a tourist visa :) You do not need a K-1.

Your fiancee can try for a tourist visa. I hope she gets it since you don't plan to live here. However, it is extremely difficult to get a tourist visa to come to the US to get marry. The reason it is difficult is that people tend to "change their minds" after entering on the K-1 and remain in the US

Because your fiancee could change her mind and remain in the US after getting married, it is extremely hard for her to get a tourist visa.

Think about it this way. Your fiancee would essentially escape the K-1 process and change her mind and be allowed to adjust. This makes the K-1 process a joke because instead of waiting 6-12 months like everyone else, it only takes a few weeks for a tourist visa. So, the US Embassy is not likely to grant her a tourist visa to come to the US to get marry with the possibility that she will stay and escape the scrutiny of the K-1 process.

Your fiancee will need a K-1 visa to come to the US to marry you. That is what the K-1 is for. Adjusting status to get a green card is a completely separate process. Whether you decide to adjust or live in Peru is irrelevant to getting the K-1. Applying for a green card is not a requirement of getting the K-1.
