Ireland, eh? Lowest corporate tax rate in the EU and yet no jobs there. No what?

It's not a sufficient condition.

How about Hong Kong? Their unemployment rate is 3.2%.

Personal income is taxed at 15-17%, corporations pay about the same. No capital gains tax.

How about Austria? High taxes and low unemployment. Low taxes don't necessarily lead to low unemployment just as high taxes don't necessarily lead to high unemployment. You can find countries with high taxes and low unemployment just as you can find countries with low taxes and high unemployment. It's a bit more complex than that.
