how do they determine service center?

I am in Florida and know that I need to send my application to the phoenix lockbox. Then from there it is sent to service center.

Is that just random or they have something that determines it?

From what I have been reading lately I am clearly hoping for CA over VT as VT seems to be taking much longer

Service Center

The OP was asking how the routing process works from the lockbox to one of the service centers that adjudicate I-130 petitions. This link does not provide the information being sought by the OP.

OP, the general consensus on VJ that I have seen is to where a file is sent to after it is received by the lockbox is this, current workload at a particular service center and residence of the petitioner. The fact of the matter is, you won't know what service center your file will be routed to until after USCIS informs you of which one it is being routed to.

I double that. The state the petitioner lives in plays a major role. If you want to make any gerneral assumptions, petitions from the Eastern part of the States go to Vermont, petitions from the Western part go to California. However, I have seen cases where this didn't hold true and someone's petition (person's residency was in Virginia) was sent to California. So it seems to depend on other factors as well, like workload etc.
