Unfortunately you can't sponsor someone on a tourist visa. Your brother in law needs to apply for a tourist visa and go to the consulate for the interview with documentation showing his ties to his home country, such as employment, mortgage, if he has one and financial statements showing he can pay for his trip to the US and back home. The process is the same as it is for any other tourists. He can say he will stay with family while in the country but he will need to convince the interviewing officer he will return home after his visit.

I hope this helps. Good luck for him!
