ever hear of someone being denied then approved at same interview?

Timeline

well my friend went in for tourist visa couple weeks back. she works as a bank teller. lives with her parents. they ask her about 5 questions and told her denied and give her slip. she asked why are you denying me. she said the guy looked at her like she was crazy and told her to read the slip. she kept insisting for explanation and he told her he doesn't see any reason she has for returning from USA. So she went on to make mini speech about just wanting to go and visit etc etc. well she must have said something convincing bcoz at the end of it all he says to her give me your passport and he approved the visa lol. Am very happy for her but I never hear of this happening before. I think it shows your interview is never really over and just being polite and answering like machine doesnt improve your odds. Might not work for everyone but you never know....
