After waiting for 4 month now i got an email from USCIS telling me request for evidence . but my fiance forgot to put in the package I-129 photos... People do you think my RFE is just for that ? :( :(

Definitely for that and whatever else he might have forgotten. You won't know until the letter arrives. If he aswers it quickly he should get NOA2 at the earliest 2 weeks after USCIS receives his response.

When responding to a Request for Evidence it is extremely important that you place the blue coversheet on the top of the response you send to them. The VSC receives thousands of pieces of correspondence each day, if the blue coversheet is not on the top of the response it will be placed in “general” correspondence and NOT sorted as a priority, which may delay your case.

I would think that is probably the reason or at least one of the reasons.

Maybe I'd be doing it wrong, but I'd actually be happy if I got an RFE. That would at least tell me that my folder is in front of an adjudicator, and as soon as I respond it's going to go back to getting reviewed and hopefully approved.

Much better than constantly wondering whether they lost my application or how many people are in front of me in the queue, IMO.
