Issue with US. Embassy Japan, please help

My Fiancee is born in China and a permanent resident of Japan.

We already gotten past NOA2 and in process of scheduling our interview date for the K1. Unfortunately, we received e-mail from US embassy in Japan stating that the "birth certificate issued by hospital is not acceptable for immigrant purposes, please request for a registered birth certificate issued by the Gong Zheng Chu".

Strange thing is that we provided 2 birth certificates. One of which is issued by "Gong Zheng Chu", and the other is hospital birth certificate also issued by "Gon Zheng Chu". Both of the birth certificates are stamped by the Gong Zheng Chu as well.

Now what should we do? She already made a trip to China recently to obtain these documents : (

5/24/2012 Received NOA1

8/15/2012 NOA2

8/21/2012 NVC case number received

8/27/2012 Reached consulate/embassy in Japan

This may sound silly, but did you reply to their email saying exactly what you just said here? blush.gif [Hello Embassy. I'm afraid we are a little puzzled by this request because we retrieved these documents from China recently, and they seemed to be the official documents provided. Could you explain to us what exactly we would need to get?]

Because, in theory, you provided what they asked; but evidently they want something else and they will be the ones that could give you specifics on what they want.

Hi, this is just a thought....

Were the documents you tendered "Notarial Certificate(s)", AKA 'White Book(s)'? Please refer to this thread from the China forum, though it speaks about marriage certificates, the document process is similar.

I am not the expert, but I will try to explain as best as I can....The Notarial Certificates (White Books) that my wife obtained for our visa process were numerous, including her and her son's birth certificates, and her divorce decree. Basically, a Chinese notary certifies that the stated information (i.e., birth - da zheng zi) conforms with the information of the original record (hukuo), then that is translated into English, the notary then certifies that the translation is in conformity with the Chinese original, then affixes his official seal, date, etc.

I believe that they are called 'White Books' as that they are bound together with a heavier-weight slick white paper covering.

At the interview, my wife tendered several of these White Books to the US consulate in Guangzhou as proof for birth, divorce, etc. They were accepted without any issue or concern by the CO.

I wonder if that is what the US Embassy in Japan is looking for? :unsure:

Is quite possible the IV Unit in Japan screwed up, not knowing what they were looking at.

Email them back, describe the two documents in detail, and ask them to review BOTH documents a second time.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
