You can apply at the main office in East Avenue, Quezon City and get it within a few days. And "DON'T REMOVE THE RECEIPT THAT GOES WITH THE CENOMAR". Unbeknownst to many, the receipt matches with the bar code that's on the CENOMAR and they are matched to show authenticity. If something is doubtful about the CENOMAR, the US Embassy inquires directly from the NSO Office to see if it's authentic.

There are stamps of authenticity by the NSO office that are embossed on the certificate, and many times FAKES do not have these.

Lastly, the US Embassy recommends the Pasay NSO because it is the nearest one to the Consulate office.

When I read your post I did look the receipt of my cenomar and they're really matched with the bar code. anyway, thanks for the tip, " not to remove the receipt with the paper"!

I guess things have changed since my now wife had to get one. She got her's in Cagayan De Oro and didn't have any problems with it. Hers didn't even list the actual office that she got it from. None of her friends got theirs from Manila either and didn't have any problems, except the one using a fake. I have helped other friends through the process and this is the first time that getting your own copy of the CENOMAR in Manila has even came up. Amazing how new requirements pop up daily and out of the blue with no proof of their need, when in reality, not much has really changed in the process in the last 6-7 years.

Oh well, it is still a long process, and you know what they say about idle minds.

It's not a new process or a new requirement......one girl was asked for this document from Pasay....and now everybody is panicking, thinking they all need to do this before their interview also.

It's just a frenzy everybody got worked up into for no reason.
