Sorry - look at VB, compare F3 current priority dates with yours, and try to understand what that means cause apparently you have a problem with it. Current PD for F3 is May 15th, 2002 so you have roughly two more years. There is nothing average about it, your case will not move anywhere until your priority date is current. NVC case numbers do not matter here almost at all.

The priority dates can change. The only source of information that matters is the Visa Bulletin.

Average times and prior history mean nothing because this stuff changes all the time. Once your priority date is current then it depends on how fast you and the petitioner get the required documents to the NVC. If you both work quickly then you can usually get an interview within two or three months. Obviously, your priority date won't be current until the visa bulletin says it is, and that depends almost entirely on how many people are waiting in line in front of you.

Even watching the visa bulletin isn't 100% reliable. Sometimes the cutoff date advances by more than a month from one visa bulletin to the next. Sometimes it advances by less than a month. Sometimes there's a retrogression and it moves backward. Things can change dramatically over the course of a month or two. All you can do is watch and wait.
