getting birth certificate from pakistan

My fiance is from pakistan adn he doesnt have a birth certificate and he was born in Dadu, pakistan, he is working in UAE right now so he is asking his brother living in Hyderadbad to go to NADRA and do a birth certificate for him can he obtain on in Hyderadbad but on birth certificate it list his birth city as Dadu or he should go to Dadu to obtain the birth certificate?? and also during interview does he need certify copys of birth certificate or just copies will be fine???

Timeline

Any Nadra should be able to provide you one. Also Nadra certificates are better because they are Urdu And English.

I had to get one for my wife because NVC wouldn't accept the one issued by Union Council.

holy ####### now im very confuse, nadra or union council.... he told his bro to apply thru union council already would this be a problem if later its gonna be a problem can he get it thru nadra
