I check the web after the interview and it said that our case was still in the decision phase however the below message was there. My question is does this mean we were approved?

"On August 29, 2012, we mailed you a notice that we had registered this customer's new permanent resident status. Please follow any instructions on the notice. Your new permanent resident card should be mailed within 60 days following this registration or after you complete any ADIT processing referred to in the welcome notice, whichever is later. If you move before receiving your card, please call our customer service center at 1-800-375-5283."

We check our case again today and it seems that our case is still in the Decision phase. However, it looks like it was approved. Is this normal. Has anyone eles had this happened to them. The reason I ask is because during the interview we found out that our K-1 packet was not delivered to the USCIS office in our state. Could this be holding up the case from moving to the next phase?
