In the LingChe instuction it says 'Submit a photocopy of the biographic data page of the applicant’s and the applicant’s individual family members’ valid passports.'

Does this mean that I have to send photocopy of my daughters passport and my husbands passport even though they are not immigrants (they both have US passports)?

If you're referring to the IV package, no, only those immigrating need to provide photocopies of the bio-data page of their passports. If your daughter and husband are US citizens, they're obviously not immigrating to the US with you, thus their passports are not needed, only yours.
