By December 2008, when President George W. Bush authorized nearly $14 billion in loans to General Motors and Chrysler, both of which were near financial collapse, GM had already warned it might close the Janesville plant because of sagging sport-utility vehicle sales. The plant was effectively shut down on Dec. 23, 2008, when GM ceased production of SUVs there and laid off 1,200 workers. (Several dozen workers stayed on another four months to finish an order of small- to medium-duty trucks for Isuzu Motors.)

So, the plant closed while Bush was still in office, about a month before Obama was inaugurated.

June 2008: GM announces that the Janesville plant will stop production of medium-duty trucks by the end of 2009, and stop production of large SUVs such as the Chevy Tahoe and Suburban and the GMC Yukon in 2010 or sooner, depending on market demand.

December 23, 2008: SUV production ends, and more than 2,000 GM workers are laid off, according to the Gazette. Medium truck production continues.

April 23, 2009: The plant's medium-duty assembly line, which produced an Isuzu line, closes, ending vehicle production at the plant and resulting in the loss of 57 production jobs, according to the Gazette.

The good thing is that Ryan corrected himself. A couple weeks ago he stated that Obama PROMISED to keep that plant open, which he never, EVER did.

But to fairly evaluate Obama's statement, at least two pieces of context -- missing from Ryan's account -- would be useful: First, that Obama wasn't telling this plant that he'd save it from a pending closure. He wasn't addressing a plant that he knew to be closing, because the closure announcement didn't come until four months after his speech. Second, although the plant's last bit of production stopped early in Obama's presidency and the plant remains closed, the closure was planned before Obama became president.

If you had, you'd notice that I said work continued on a much smaller level 4 months after the majority of it closed in December, 2008.

Here's a tip: 4 months after December 2008 = April 2009.

Ryan reportedly alleged that Obama said he'd "keep that plant open," and therefore broke his promise because the plant closed.

"That plant was shut down in 2009. I remember President Obama visiting it when he was first running, saying he'll keep that plant open," Ryan said, according to the Janesville Gazette. "One more broken promise."

The Detroit News pointed out that Obama made no such promise in the February 13, 2008, speech, and indeed, we've seen no account suggesting that Obama did.

Reading is hard.

Ed Morrissey, Avik Roy, Guy Benson, and Shikha Dalmia are among those examining the offerings of the self-appointed “fact checkers” and finding them either mangling or botching the facts, or accusing Ryan of saying things he did not say.

First, the excerpt:

When he talked about change, many people liked the sound of it, especially in Janesville, where we were about to lose a major factory.

A lot of guys I went to high school with worked at that GM plant. Right there at that plant, candidate Obama said: “I believe that if our government is there to support you. this plant will be here for another hundred years.”

That’s what he said in 2008. Well, as it turned out, that plant didn’t last another year. It is locked up and empty to this day. And that’s how it is in so many towns today, where the recovery that was promised is nowhere in sight.

Saying you believe something will happen is the same as promising it will happen? Really?

Saying "I believe if X happens, then Y will happen" is not the same as saying "Y will happen, I promise."

How was Obama supposed to control the fact that the majority of that plant shut down a month before he was in office?

Yes, but there were only a few dozen workers left after the bulk of the workers had long been laid off in Dec '08.

I've gone thorough this once. My "plant" was slated for closure in Feb 2003. Most people were laid off over the next 12 months. My last day there was 18 months later. Me and a handful of staff turned off the lights in that place but the fate of the "plant" was decided a year and a half earlier. Same for this GM plant. It was gone before Obama took office even if the last workers were let go a couple months after he took office. It's not that difficult to understand these simple nuances. But it appears to difficult for some. You know, those that make a fool of themselves thinking that twitter polls are actually indicative of anything.

Here's the full context of that quote. Clearly, Ryan is knowingly misleading the audience on what Obama did and did not promise these workers. Or he hasn't paid any attention.

I believe that we can create millions of those jobs around a clean, renewable energy future. A few hours northeast of here is the city of Manitowoc [MAN-a-ta-WOC]. For over a century, it was the home of Mirro manufacturing – a company that provided thousands of jobs and plenty of business. In 2003, Mirro closed its doors for good after losing thousands of jobs to Mexico.

But in the last few years, something extraordinary has happened. Thanks to the leadership of Governor Doyle and Mayor Kevin Crawford, Manitowoc has re-trained its workers and attracted new businesses and new jobs. Orion Energy Systems works with companies to reduce their electricity use and carbon emissions. And Tower Tech is now making wind turbines that are being sold all over the world. Hundreds of people have found new work, and unemployment has been cut in half.

This can be America’s future. I know that General Motors received some bad news yesterday, and I know how hard your Governor has fought to keep jobs in this plant. But I also know how much progress you’ve made – how many hybrids and fuel-efficient vehicles you’re churning out. And I believe that if our government is there to support you, and give you the assistance you need to re-tool and make this transition, that this plant will be here for another hundred years. The question is not whether a clean energy economy is in our future, it’s where it will thrive. I want it to thrive right here in the United States of America; right here in Wisconsin; and that’s the future I’ll fight for as your President.
