Can a 10 yrs green card holder qualify for a medical benifit through his new born baby. If he apply and got qualify, will the co sponsor will be liable or deemed for the debt from the government?

I am an immigrant with a 10 years gc. Yes your baby will qualify for medicaid. Your husband? he can IF he has been a permanent resident for 5 years.
