no you can't you have to be a US Citizen to file for siblings. the petition takes over 12 years for them to come. so first you need to become a USC, then file,

The last time I checked it was more like a 22 year wait for my wife to be able to bring her philippine citizen sister to America.

You must be a citizen to petition for a sibling. Current wait for a sibling from PI is as D&G stated, 22 years.

whats our first step to get our family members who is in UAE right now? what kind of visa?and how long would be the proces? they are residence visa in UAE... no idea at all.we dont want to hire an attorney, wer trying to save money as much as possible.

As a USC, a sibling is an F4 status. For the UAE the priority date is 15 Feb 2001 which means petitions filed on or before that date are being processed. As the other have stated, it is better than the PI which has a priority date of 1989.

Siblings are not UAE citizens, they are PI citizens. They have a much longer wait.

Correct....they go by citizenship, not where they hold residency. So, 22 years is the current wait time for USC to file for sibling with filipino citizenship.

The philippines has a high percentage of people working overseas, mostly in arab countries due to extremely high unemployment rate.

You pretty much need a college degree to work at McDonalds in Phils. (That is NOT a joke).

You being on a permanent resident visa will not be able to petition any family member until you become a USC. At that time for siblings, as others mentioned is over 20 years wait.

Few options for your sisters. They need work sponsorship from an American company which is extremely difficult to get. Nursing or Medical Therapy programs in Philippines offer an out for Visa to other countries. If your family has money or your sisters are very good students from higher UP Universities then sometimes a student visa is given. Or like most, marrying an American is the final option. Make sure your sisters, if going this route, hearts are in it and not just Visa. USICS and Manila Embassy are good at watching for those only after Visas as marrying fraudulently is permanent ban.

I have two friends from RP that went to school for nursing. It took them both over 5 years once completed to get to the USA. They worked in a call center until their papers were approved.
