Philippines NBI Clearance Certificate Wording Question

Hi Everyone, I've been on here for a while, just reading, learning and observing. Yesterday we FINALLY received our NOA2 from VSC!!! I have 2 questions that I'd like to hear what everyone here, particularly from people with Philippines consulate experience, have to offer for advice/answers.

1. In regards to the NBI Clearance. My fiance is from Cebu, he has a NBI clearance. It says "No Criminal Record." Which is great! However, I was told that because it only says No Criminal Record and not No criminal record ON FILE, that this will give us problems. (and the instructions in the interview packet say this as well) But no where does it say how/or what we need to get this fixed so we'll be ok at the interview. There is mention of a letter from NBI explaining the No Criminal Record. But by searching on here I've also read that some say it's almost impossible to get this letter, or you have to "get" (bribe) the NBI worker to do a new clearance with the "on file" added to the no criminal record... Help?!!!

2. This one may be easier (I hope!!) I lost my job this past spring, and now have a new full time job. I do make above the required minimum, but only a few thousand dollars above now (I took about a 50% pay cut because I knew i needed a job for the interview!) I've read Manila doesn't accept Supports... is this true, and do you believe this new job and pay cut will affect the interview/approval?

September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

1) The embassy letter only states you need an NBI for travel abroad, nothing about special wording. As long as the NBI is not more than a few months old you should be good to go.

2) As long as you make at or above the required income according to the I-864P you do not need a co-sponsor. Simply provide the evidence of support request in the embassy letter.

I don't know why they didn't just simply say "Criminal Record on File," "No Criminal Record" was seriously misleading. I panicked as soon as I've read this an called the fiance to check what it says on his. I even asked him twice and make sure it didn't say No Criminal Record anywhere LOL I think I got him mad for not believing him :bonk:
