The idea is that neither side gives a ####### about anything but being elected and both are fighting for that middle10% that could go either way... So a hurricane hitting New Orleans will bring back memories of government failure under Bush and also allow the new and improved FEMA to strut its big government help and create fear of what would happen if we let the bad guys (re: republicans) once again have power.

You know that both sides main motivational technique is pushing fear of the other side right? I'm guessing you already knew the answer to the original question you asked...

When people talk about Katrina it is very emotional, they talk about losing everything they own or the devastation. People don't tend to mention the government in relation to it.

I doubt anyone is actually hoping for a hurricane to hit any location in particular... Though if it does hit they will be playing all the angles and taking what advantage they can.
