It depends on which party line they are tugging.

Politicians abide by the notion of moral relativity, so it is perfectly OK for them to profess their distaste for government funding for anything, all the while running to the arms of Uncle Sam, empty hats on hand, begging for money.

Furthermore, it is an election year, so they need to pander to their constituency...
