Can you give more info? Your profile shows AOS, which is the process of becoming an Legal Permanent Resident, not a Citizen. Citizenship is only through Naturalization.

So what do you mean by upgrading I-130?

I am past that stage in the process, this is for a friend with a green card

He has a green card, he's going to fill out I-130 for his wife, But he plan to naturalize next year. I read that after becoming a US citizen if you have already fill out an I-130 form, you can UPGRADE it, that's the part I was asking HOW it's DONE.

What form to fill out to upgrade I-130 after becoming a US citizen.

There isn't a form, per se. You send a letter, noting the details of the beneficiary and petitioner (date of petition, type) and proof of your citizenship to the National Visa Center (NVC). To prove that you are a U.S. citizen, you can send:

A copy of the biodata page of your U.S. passport; or

A copy of your certificate of naturalization

Keep copies for yourself. :)

Written inquiries, changes of address and requests to upgrade petitions due to naturalization of the petitioner should be sent to: WC The National Visa Center, 32 Rochester Avenue, Portsmouth NH, 03801-2909 or email NVCINQUIRY@state.gov

Note: When contacting the NVC make sure you include the case number. If emailing put the case number in the subject line.

In the body of the letter/email include both petitioners and beneficiary's (now applicant) full names and dates of birth along with your request.
