Address Change conflict :'(

Hello everyone! I'm having this change of address issue hopefully someone can give advice.

When I turned-in my I-129F, my fiance was still living/working in Qatar and so his address there is what was inputed in the form. He is now back in the Philippines so I sent a letter to the USCIS notifying them of his change of address.

On August 22, I received a letter with this message:

"The California Service Center has received a change of address request for the above referenced receipt notice number or "A" file number. Please note that the request for the new address change has been updated for the receipt number or "A" file number listed above.

In order to complete the processing of this address change with US Citizenshi and Immigration Services Department of Homeland Security (DHS); you must also complete an AR-11 form and mail it to the address below..."

I looked over the AR-11 form and it is only for those who are already inside the U.S. and my fiance isn't. Two days later, I received NOA2. I called USCIS and ask them if I still need to turn in AR-11 for my fiance even tho he is not yet in the U.S. or if there is another form that I need to fill out. The guy I talked to said that since my application is approved, they cannot do the changes for me anymore... he didn't really answer my question. I tried calling NVC but everytime I do, all I hear is the "busy" tone.

Has anyone been on the same situation before? What do I need to do? Please advice... Thank you!

Where is the petition going once it leaves NVC? Contact the embassy and/or NVC once they have your file and give them the present address. Keep calling NVC.
