Can CR receive financial aid without being public charge?

Depends on the type of aid. If it is not means tested (ie scholarship etc) then yes.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

All financial aid for college is okay for a conditional green card holder to receive. None are means tested benefits. No financial aid package includes one of the forbidden means tested benefits; food stamp, SSI, Medicaid, TANF, or CHIP.

This is incorrect.

Loans and grants are perfectly okay. Some of it is based on your assets and income which could be classified as means tested benefits. Wonderfully, none are on the list of forbidden means tested benefits.

There is not a single forbidden means tested benefit in any college financial aid package that I have ever seen.
