I am filing for the I-485 for my husband, and i know it takes a few months to process. we were thinking about having his niece come to visit, but i'm wondering how soon after will she be able to do that. or does he need to have his green card???

The niece can apply for a tourist visa at any time. Strong ties to home will be needed.

Your husband's status is irrelevant. A visitor visa would only be about his niece.

His niece can apply at any time. She applies on her own. She needs to show strong ties to her home country to overcome the presumption that all visitors intend to illegally immigrate to the US.

The visitor visa application is all about the applicant. It has nothing to do with anyone else, so your husband and his status are irrelevant in granting or denying the visitor visa.
