Recieved NVC Number and Invoice Identification Number(IIN) can I Email DS-3032 today?

Timeline

After waiting for three weeks and calling everyday last night CSR gave me Case Number and IIN numbers. CSR asked me for my email and beneficiary's email but as of yet haven't received DS-3032 email notification. My question is since I have Case number and IIN can I email DS-3032 today?

You can. I've seen others mention that they have sent it immediately and others have waited until they were billed the AOS. If you send it, just all the NVC until you hear it's been accepted or the IV is invoiced.

I thought I give an update on my status. I sent DS-3032(Choice of Address and Agent) from my wife email account on August 23rd and received accepted email notification on Friday 31 10:3 PM! I'm guessing they are working late!!

Also received AOS invoice on Aug 31th and paid it the same day! :dance::dance::dance:
