Sponsoring the whole family

Hi there, I am petitioning my whole family (dad, mom, sis, bro) to the states and obviously parents case is moving along much faster. My siblings are both over 21. I am currently at a point that I am filing DS-230 for my mom and dad. NVC is only asking for DS-230 to be filed for my parents at the moment.

Question - Do I need to file 4 DS-230 forms + 4 package for EACH of the family member (even I only have case numbers for my mom & dad)? It says complete the DS-230 for EACH member of your family who will immigrate with them, even siblings come much later. May I have someone confirm with me? I am very confused.

Only your mother and father are immigrating right now. Your brother and sister are not immigrating right now. So, only file DS-230 Visa Applications for your mother and father. Your brother and sister cannot file for visas at this time.
