For September, F2A numbers EXEMPT from per-country limit are available to applicants from all countries with priority dates earlier than 15APR10. F2A numbers SUBJECT to per-country limit are available to applicants chargeable to all countries EXCEPT MEXICO with priority dates beginning 15APR10 and earlier than 08MAY10. (All F2A numbers provided for MEXICO are exempt from the per-country limit; there are no F2A numbers for MEXICO subject to per-country limit.)

Does anybody knows?

No country can get more than 7% of the visas reserved for F2a beneficiaries in any one year. Several countries have more than 7% in the pool of eligible beneficiaries and are subject to a per-country limit so that no more than 7% of the visas go to people from that country.

It actually says more than that. 75% of F2A visa numbers aren't subject to the 7% per-country rule, and none of the F2A visa numbers for Mexico are subject to the 7% per-country rule. This means that, theoretically, if there were enough F2A beneficiaries from Mexico with current priority dates in a given month then they could take nearly all of the available F2A visa numbers for that month.

For example, in 2010 Mexico got nearly 61% of the total F2A visa numbers issued worldwide, and NONE of those were subject to the 7% per-country rule.
