K1 police certificates... When do they get turned in?

Hi everyone... I would have searched for the answer to this topic if I could find a search bar to do it with, but would rather not scroll through the hundreds of topics simply hoping to find the answers to my questions... I will make this as simple as possible to answer! :D

Background: My fiance is a Polish citizen... with that being said, she has lived in Italy for a few years, Australia for over a year, and now resides in London where she has been for a total of 6 years... We recieved our NOA2 on august 8 2012 (2 months ahead of the 5 month average) and it has already been directed to the embassy in London (should arrive this week)... We were caught off guard by the quick timing and are now scrambling to get the police certificates in order... I just found out that it takes 30 working days to get Fingerprint-police certificate from sydney whereas the standard one takes 15... I would be very disappointed if the certificates are to be handed in with the packet #3 info because that will significantly delay her interview date... we are going to italy in september and will get that one taken care of at that time... Australia seems to be the difficult one time wise.... any input would be appreciated even if it is not directly related to the questions I have listed below

My questions:

1. Do the police certificates get turned in with packet # 3 to the Embassy, or does my Fiance bring them to her interview?

2. Just to be sure, does anyone here know FOR SURE whether or not my Fiance needs the fingerprint based police certificate from Australia? Takes considerably longer than the other options but it seems from my research that this is what is needed

3. does anyone have any advice that may aid us in getting the australian police cert quicker?
