I was reading this post and had some questions. We have our KEV number. Does my wife need to call to set up interview? Or do we wait for them to contact us.

Call the call center to set up the interview, they will not do it. You can call or they can. Google US Consulate, Kyiv and get the info at the website.

From what I read, you don't have to wait.

You can call the call center and if it's in their system, you can schedule the interview (make sure you have all your papers in order before the interview). If not, you just lose the $1.50/minute that it costs to talk to them.
