Just based on his crewman visa? No, he cannot get a greencard.

Depends on where he is working, just coz his ship is docked in FL does not mean he is working in US.

It will be based on where the shipping company is based out and where they are running his payroll from, is where he is working.

Just on C1/D he cannot get Perm Reidence card, infact they are not even allowed to do AOS if they enter US on C1/D visa.
