I think its better to get it from ur local NSO a few weeks before the interview. I guess it would be nonsense to get it from their main office because it would still state the same thing. Since I am very keen fan of this cenomar issue. I was trying to search for a very good way so that the consul will not doubt any documents that I will have. and I found this :)

The Department of Foreign Affairs (DFA) performs its authentication function/services in the context of 1963 Vienna Convention on Consular Relations. Given the existence of a multi-state system, aforesaid Convention stipulates that, among other things, the various kind of documents sourced from particular sovereign states (e.g. public documents, private documents, and commercial documents) shall have validity or operative effect in another sovereign state's legal jurisdiction after subjected to an agreed upon authentication procedure.

The DFA through the Authentication Division-Office of Consular Affairs may authenticate an act, deed documents etc. executed or sourced within Philippine legal jurisdiction by way of certifying said act, as follows: a) executed before a local notary public officer authorized to execute such functions, b) testified to by a public seal, c) rendered public by the authority of a competent magistrate, d) certified as being a copy of a public register. When these acts, deeds or documents have been duly authenticated by the Department, the receiving embassies or consulates or any other foreign legal entities are, in effect assured that aforesaid documents are in order or have been legalized in accordance with proper procedure.

This might be a way of assuring the embassy that our documents are not fake. :thumbs:

As such, the DFA certification/authentication does not, per se, authenticate the validity/efficacy/enforceability of the basic document itself.

Hi I've just joined this forum after reading your post and have a question..My girlfriend is from philippines and lives there still..Recently I asked her to produce a cenomar in which on Tuesday she went to manilla to apply and pick up the same day....she sent me a copy and I've asked her to also send me original..The problem is I've seen a cenomar first hand and they are yellow..I believe the statistic office changes the colour every six months between blue green and yellow.I asked my girlfriend what color the hard copy is and she said white but there didn't exist a white cenomar..I thought at first it was white because she scanned it to send by email..I've seen an original cenomar and they defiantly are colored..Is there a reason hers maybe white..On the cenamar its self she has put the reason for applying as reference....could this be the reason its white..She payed the full price for hers.Any help will be appreciated ..Thanks..

First off, don't mail anything from the Philippines to the USA as it may not (99.9999% accurate) arrive. If you send it via FedEx, DHL or another currier it will be expensive ($75 to $100) and it is not necessary that you have an original, only she needs an original for the interview. Also, this far ahead of the interview you need to be careful because USEM will not except an NBI that is older than 6 months and this holds true for the CENOMAR. There is no color for the CENOMAR that you need to contend with. The NBI should be a Green color this is per the Embassy letter.

NBI CLEARANCE (Green Form). Applicants aged 16 years and older must have a valid Record Clearance (for travel abroad purposes) from the National Bureau of Investigation (NBI). Clearances should be in the applicant’s current name, birth certificate name, maiden name and any aliases or nicknames used, including different spellings you have used of those names. An official letter of explanation from the NBI is required for any notation of "No criminal record" or "No pending case". For immigration purposes, an NBI clearance is valid for one (1) year from the date it was issued. The NBI website is http://www.nbi.gov.ph.
