Nothing at the US embassy Manila wbsite says that a CEMAR is required documentation to apply for an immigrant Visa. It does require marriage certificate, but says nothing about CEMAR.

I know this is going to upset many people....I love my wife so much...!!!

But the Philippine government sucks......Corrupt and Incompitent.

I need to provide 2 documents that say exactly the same thing....wow.

Ok...I will understand if my reply gets deleted...my head is just spinning now with so much disbelief and confusion.

Providing a CEMAR/CENOMAR for Visa Interview is a common knowledge among VJ Phil. members.

05/25/12 - Received case #, IIN, and BIN, gave e-mail addresses, sent optin e-mail
05/25/12 - Received info package and AOS bill e-mails from NVC
05/25/12 - AOS bill invoiced & paid ($88)
05/29/12 - AOS bill appears as PAID
06/01/12 - IV Bill Invoiced & PAID ($230 x2)
06/04/12 - IV Bill Shows PAID
06/15/12 - AOS & IV Packages sent
07/02/12 - RFE email received
07/06/12 - Sent NSO copy of MC and BC

ALL governments suck, are incompetent and are corrupt because PPL man the government and man by nature is corrupt.

The application and issuance of a visa is not a right, it is a privilege. Having said that, applicants has no choice but to comply. Bashing the country will not help you speed up nor will it process your application. Take all hate and insults off of your mind and start reading and complying because, just like you said, you love your FILIPINA wife.

Visa Journey is not a government website. I do not use VJ for any information for my application process. I use only the appropriate government websites.

If I was required to submit a CEMAR....then why did NVC not send me an RFE for that document?

I am just wondering why no government agency is telling me that I must submit a CEMAR. No where will you find that a CEMAR is required documentation for an immigrant visa. And also, nobody here on this site can provide me with a website backing their claim that I must submit a CEMAR.

If I need to submit that form...ok, no problem I will do that.

Now, is there anybody here that can back their claim that I must do this???

click the website i posted above, it is a government website NVC. You can't deny the fact that most info if not all from visa journey is quite reliable, otherwise you wont be on here asking ppl answers to your questions.

NVC processes visa applications based on general rules, they are not country specific. THAT IS WHY there is still the need for the consulate offices in that particular part of the world where the applicant resides to scrutinize and review and process visa applications AFTER such application passed through the NVC stage.

You have two options, you can go ahead forget the CEMAR or ask your wife to get a CEMAR for her interview. It is as easy as that.

for the second time, I am an IR1 (spouse)visa holder and i was ASKED by the embassy to show them my most recent CEMAR.

oh....so what you are saying is the US embassy in Manila will not tell you all the required documents to bring before you apply for a visa???

Wow....they set you up to not be approved.

I will just send off an email to the embassy now and ask them about that.

I will let you know what the answer is.

Yep, I checked your link already.....All required documents for a Philippine immigrant visa applicant. The website says nothing about providing a CEMAR document.

Available. The NSO issues Certificates of No Marriage (CENOMAR) certifying that an applicant was never married. Certificates of Marriage (CEMAR) provide a chronological listing of all applicant's marriages. A CDLI endorsement should be requested.

Ohhhhh...ok. Now I understand.

NVC requires I provide the "Certificate of Marriage", which I complied with.

Now, apparently I need to also provide the "Certificate of Marriage", that is different from the the "Certificate of Marriage" that I already provided.

Makes so much sense now....thank you all.

hi! My fiance is scheduled for interview on sept 25th. My question is, when should he get his cenomar? and does it has to be from pasay? or just from local nso? I'm thinking if this should be at least a week ot 2 before the interview or something..

any ideas are pretty much appreciated!

I think its better to get it from ur local NSO a few weeks before the interview. I guess it would be nonsense to get it from their main office because it would still state the same thing. Since I am very keen fan of this cenomar issue. I was trying to search for a very good way so that the consul will not doubt any documents that I will have. and I found this :)

The Department of Foreign Affairs (DFA) performs its authentication function/services in the context of 1963 Vienna Convention on Consular Relations. Given the existence of a multi-state system, aforesaid Convention stipulates that, among other things, the various kind of documents sourced from particular sovereign states (e.g. public documents, private documents, and commercial documents) shall have validity or operative effect in another sovereign state's legal jurisdiction after subjected to an agreed upon authentication procedure.

The DFA through the Authentication Division-Office of Consular Affairs may authenticate an act, deed documents etc. executed or sourced within Philippine legal jurisdiction by way of certifying said act, as follows: a) executed before a local notary public officer authorized to execute such functions, b) testified to by a public seal, c) rendered public by the authority of a competent magistrate, d) certified as being a copy of a public register. When these acts, deeds or documents have been duly authenticated by the Department, the receiving embassies or consulates or any other foreign legal entities are, in effect assured that aforesaid documents are in order or have been legalized in accordance with proper procedure.

This might be a way of assuring the embassy that our documents are not fake. :thumbs:
