ok....please....I need educated. What is CEMAR? What is the purpose of CEMAR?

Certificate of No Marriage(CENOMAR) certifying that an applicant was never married.

Certificates of Marriage (CEMAR)- provide a chronological listing of all applicant's marriages.

- if got multiple list of marriage then it's a RED FLAG/NO VISA

05/29/12 - AOS bill appears as PAID
06/01/12 - IV Bill Invoiced & PAID ($230 x2)

My wife is only married 1 time....too me only. Does she need to provide CEMAR?

YES she needs to provide CEMAR to prove that she's only married to you.

Multiple marriages WITHOUT the previous marriages dissolved by death or annulment means a bigamous marriage which will now cause the non issuance of a visa. Multiple marriages with previous marriages dissolved by death and or annulment is no problem.

Married applicants are asked to submit CEMAR to prove the existing marriage is valid. Single applicants are asked to submit CENOMAR to prove their singleness.

How can we get a marriage certificate if she's married before? I think I need to start taking to some IR-1/CR-1 people who are finished to see if they provided CEMAR.

You can really never tell if your in the Philippines,..Example, if she got married in diff. province

here in the Philippines, then she will have multiple list of marriage in her CEMAR.

You can also search for old post about CEMAR for your reference.

How can we get a marriage certificate if she's married before? I think I need to start taking to some IR-1/CR-1 people who are finished to see if they provided CEMAR.

I am an IR1 visa holder (issued may 10th of this year) and yes i was required to show my most recent cemar by the Filipino interviewer.

There are plenty of bigamous marriages in the Philippines. It is too easy to get married here even if the person is already married.

There are offices particularly in Metro Manila that officiate marriage ceremonies without even asking for a CENOMAR from both parties.

Yes, that's why she needs a CEMAR as a proof that your wifey is solely married to you.. and only you. B-)

just happened that my friends are lawyers and I tend to see some cases like this. multiple marriage.

So what you are saying is the Philippine government is incompitent. We need multiple documents to prove that we have a valid marriage.

The Philippine government will issue us a valid NSO marriage certificate even though our marriage is not valid.

NSO has no power to stop ppl from getting married, neither does the local civil registrar. The local civil registrar's functions when it comes to the issuance of marriage licenses and marriage certificates is purely ministerial.

The Philippine Government has no power on its own to cause or initiate a court proceeding against bigamous marriages. It is only the party/offended spouse who can cause and prosecute the case.

The burden of proof in the validity of a marriage lies with the petitioner and applicant. Embassy's presumption is that the marriage is null. This is because the country is in a high fraud category. So if you want your visa be patient and comply :)

Nothing at the US embassy Manila wbsite says that a CEMAR is required documentation to apply for an immigrant Visa. It does require marriage certificate, but says nothing about CEMAR.

This makes NO sense...!!! The government of the Philippines can not say we have a valid marriage...If a Marriage Certificate is not valid...then why is a CEMAR valid??????????????????

But the Philippine government sucks......Corrupt and Incompitent.

I need to provide 2 documents that say exactly the same thing....wow.
