I have a friend who I'd like to invite to the USA to visit and explore as a tourist. So I know it would have to be a visitor visa but what is the normal waiting time for her to get the visa and also what documents does she have to submit. Is there a list and explanation for her to see and procedure to follow to do it?

She will find out at the interview. She needs to prove strong ties to home.

The embassy website should have all the pertinent information.

Visitor Visa's are usually processed in a couple of weeks.

You can find most of that information in the US Embassy in Bogotá web site. The most important thing your friend will need is prove that she has very strong ties to Colombia, evidence like an employment letter, property deeds, bank account statements, school letter, etc., help out a great deal. The CO needs to be sure that she will have to return to Colombia in order to approve her visa.
