Sometimes reading a scripture and not understanding the context of what is happening you can see why a person can come to a different conclusion. Many of the folks in the land were raping, killing others, sacrificing their babies to idols. So he takes away his protection and let other nations defeat them. He is not the cause of the tragedy. It is like a weather man reporting that a storm is coming. You can't blame him for his forecast.

Why will you die, people of Israel? 32 For I take no pleasure in the death of anyone, declares the Sovereign Lord. Repent and live!

Ezekiel 33:10-11
