June 28, I received e-mail notification from GUZ that fiancee's AP was finally over, that she would be receiving a "final processing letter" and that they would "promptly" process her visa after they received requested documents back. On July 3, a Post Master from Guangzhou Chun post office called Li and said that GUZ had mailed her package to them, and that if she did not fly there to pick it up, they would send it back. Li was afraid that if they sent it back, GUZ would interpret this negatively, so she paid several hundred dollars for a round trip flight to pick up the envelope. The red seal on the envelope had said "final processing letter." The letter asked for Li to mail her passport back, along with another criminal background check (since the Embassy had held Li in AP for 100 days, it was due to expire July 7). So Li obtained another background check, and she went to the post office to mail these documents back on July 5. However, her purse was stolen while she was waiting in line. So, we had to contact the Embassy, request another letter (because the instructions said that the notification letter had to accompany these documents), and apply to the Chinese government for a new passport. The new letter arrived at Li's home on July 14. On July 17, Li's new passport arrived. On July 19, Li mailed off the package: notification letter, updated background check, new passport, and new EMS Waybill via expedited/certified mail. By August 3, we had not heard a response. So we contacted the GUZ IV Unit website as is their only means of communication. August 5, GUZ responded that visa was still under processing. August 11, Li received another 221g "blue slip" in the mail. The 221g did not request any documents. No boxes were checked. The only writing was: Administrative Processing Required. Li's medical exam is due to expire September 15. Yet, despite us informing GUZ of this on two occasions, GUZ's response is: do not send any documents at this time. My guess is that the new passport caused a PIMS error when the CO checked the Consolidated Consular Database (new passport, different serial number, different expiration date). My guess is that the Embassy e-mailed the Kentucky Consular Center (KCC) with the updated information and copy of the new passport. My guess is that it will take about 4 weeks for KCC to respond (about 10 minutes to update PIMS after about 27 days of waiting in line). Has anyone else experienced this? We first applied for our I-129F July 27, 2011. NVC forwarded our approved I-797C to GUZ on December 15, 2011. Our case has been languishing at GUZ since. We endured 100 days of AP from March 20, 2012 (at which time Li received a white slip "Congratulations! You are approved!" but then a 221g blue slip 2 weeks later with no reason given....to June 28 "AP is over" notification). Hope we don't have to wait another 100 days. My best guestimate is resubmission of medical exam will be requested September 15, documents will be again mailed to back to GUZ, GUZ will take about a week to process, then approval by GUZ will come through mail about 10 days later (around October 10, 2012) if all goes well. If all does not go well, GUZ will allow our case to lapse on/after October 22, 2012. I asked GUZ why they wrote on "final processing letter" that "visa must be signed by October 22, 2012" but they would not answer.

I have called NVC probably over a dozen times over the past 8 months, and I have never received an answer to any question at any time from NVC. They always say, "The Embassy in Guangzhou lists your case as requiring administrative processing and we cannot tell you when or how long that willt take." Have you ever got a straight answer from NVC on anything?
