when the embassy sends the packet overseas does it go to my fiancees address listed on the i129f? or does it go to the us embassy in his country to pick up?

Sealed packet(and passport which is outside the sealed envelope) is sent to the address that the foreign fiance(e) puts on the forms for the interview. Look into country specifics here. I was asked to bring a self-addressed sticker and an amount of stamps.

I did some poking around, and for the USEM in Iraq, it says

"RECEIVING YOUR PASSPORTS AND VISAS BY COURIER SERVICE

All immigrant visa applicants approved for visa issuance will receive their passports, visas and

documents by courier service without having to return to the U.S. Embassy. However, the

applicant must prepay for the shipment prior to their visa interview, and present the prepaid

airway bill at the time of the visa interview. "

K1 process, October 2010 > POE, July 2011

I-129F approved in 180 days from NOA1 date. (195 days from filing to NOA2 in hand)

Interview took 224 days from I-129F NOA1 date. (241 days from filing petition until visa in hand)

From filing I-129F petition until POE: 285 days

EAD/AP Approval took 51 days from NOA1 date to email update. (77 days from filing until EAD/AP in hand)

AOS Approval took 206 days from NOA1 date to email update. (231 days from filing until greencard in hand)

From filing I-129F petition until greencard in hand: 655 days

Why would the embassy do that?

I think you are confused. The case file will be sent to the applicable Consulate and the Consulate will contact the foreign fiancee. Start by clicking on the word Guides, at the top of any page here.

The only "sealed package" is one your fiancee will carry with her to the port of entry after the visa is issued.
