Hallo everybody!

We have a problem, and would be thankful on your opinions regarding how to overcome this situation:

My wife (living in Orlando, FL) and I (Austria) started IR-1/CR-1 Spouse Visa Process in April 2012.

A few days ago we received an I-797E request for evidence in which they say that the Certificate of Marriage that

we send them doesn't contain the registration number and the page number of some 'marriage's registration book' in which

our marriage should be registered, and that we should provide one that contains such information.

My wife went to court where our marriage took place and they told her that neither some other type of "Certificate of Marriage" exist neither can they issue any other document that confirms that fact.

Also, they directed her to some 'Registration Office', but there she was told the same, i.e. that the document we already have (and received by the post after we got married) is the only one possible to obtain regarding our marriage evidence.

Let me describe that paper:

In the upper left corner says:

"State of Florida

Marriage Record

Application number:__xxxx__"

In the upper right corner is a stamp (or a sticker) with some "DOC#", "B" and "P" numbers, date, name of some clerk and a 2D bar code.

(I think these DOC#:, B: and P: numbers are actually those numbers that they ask for, also page number, book number and registration number of our marriage, but I'm not sure...?!)

The middle part of the paper has a big table with three 'areas' :

APPLICATION TO MARRY,

LICENCE TO MARRY and

CERTIFICATE OF MARRIAGE

and they are filled with relevant data, and beside every one of them is a stamp.

Below that is some shaded area (with data used for statistic and not visible on this paper),

and on the very bottom is a red stamp.

So, since there isn't any other document that we can get from the State of Florida authorities - what else can we do?!

I would have them wrte a sworn document or affidavit stating such a thing doesn't exist and that what you presented is legal and valid. On their stationary and letter head signed hopefully by some senior person in charge.

Unfortunately, nobody from the Court nor from that 'registration office' is willing to provide us such statement or affidavit. They simply say: "We don't issue such papers." :(

Call NVC and ask for a Supervisor.

Who is Supervisor and how do we reach him/her?

We called NVC, but they just connect us from one operator to another, and none of them can tell us anything beside that what we can see ourselves by typing our case number at the uscis.gov and see our current status (which is "Request for evidence"). Any other question remains unanswered, even when we ask if there's any other person who could possibly know anything beyond that... And not to mention frustration when you wait 25-30 minutes till you get from one operator to another just to hear them reading some generic text from the screen for 5 minutes. In one moment I asked my wife: "Is that recorded message or live person" (the call was on a speaker), and she answered "I don't have a clue..." and the voice/woman continued to read useless text as nothing happend... ?!

So, does anybody know how to reach this supervisor, as I don't have a clue how to skip these robot-like operators which don't let you pass them nor they give you any information on any other possible places where you can ask for help?

What you are describing is exactly what my wife and I were issued. They were certified copies and they had blue stamps instead of red, though. I will keep an eye on this forum to see how you handled the situation. I agree with pushbrk, btw. Call a supervisor who has the ability to reason.

Don't just say you want to speak to someone with more information. Be specific. Ask for a supervisor.

I agree with pushbrk, btw. Call a supervisor who has the ability to reason.

Ok, but how can we reach that supervisor?

When we call National Customer Service Center at 1 (800) 375-5283 all we can reach are operators not capable of answering anything except for checking our case status (what we can do ourselves as well) on uscis.gov site.

They don't provide us with any other telephone numbers nor they can connect us with any other officers in charge, nor can they answer any other question.

I'm very confused about all this...

Don't just say you want to speak to someone with more information. Be specific. Ask for a supervisor.

Somewhere in the legal code of your location there will be verbage about marriage and liciences to do so. It should contain verbage about how they are recorded. Get a copy of this and send it with another copy ( they have a certified copy already ) highlighting why your copy is official. It might be ok just to ask the clerk " how would I know my marriage certificate isn't a forgery "

This will not be over quickly. You will not enjoy this.

Okay there was some confusion here. You are not at NVC you are ay USCIS which has your petition at the CSC(California Service center). That is the correct number. Soon as the operator answers and asks for your information (receipt number the WAC blach) thats when you request to speak to a tier 2 Supervisor. They will put you on hold forever and you wait and tell them what you have told us and they should be able to direct you properlyto whats up or their error or something.

They probably just haven't seen alot of marriage certificates from your country amd just don't know.

Soon as the operator answers and asks for your information (receipt number the WAC blach) thats when you request to speak to a tier 2 Supervisor. They will put you on hold forever and you wait and tell them what you have told us and they should be able to direct you properlyto whats up or their error or something.

Well, I'm trying to say that that's exactly what already happened. When the first operator couldn't answer the issue (no wonder as she can't answer anything else but ask for a WAC-number and report about our case status) she connected us with the one one the 'next level' (we waited 30 minutes on line). The 'special power' of this one was also the ability to ask for WAC-number and tell us that our case is in "Request for evidence" state. She said that she couldn't do anything else, that there is no anybody else we can speak with and so on and on...

Scratch that. For some reason, I thought your case was already at the National Visa Center. The only thing I can think of to do is to ask the jurisdiction where you married, specifically for a "Certified Copy of Marriage Certificate". It is what it is. I don't know what you have but often this problem comes up when people don't order a Certified Copy after the marriage takes place.

If that's what you already have, look and see if there is something on the back of the original certified copy. If there is, send it again with a copy of both sides.

The only thing I can think of to do is to ask the jurisdiction where you married, specifically for a "Certified Copy of Marriage Certificate". It is what it is. I don't know what you have but often this problem comes up when people don't order a Certified Copy after the marriage takes place.

My wife was at the court today and at the registration office too, and they told her that the paper we have is the one and only and "the most certified" as one can get. There's no better one than that one.

We called again a few minutes ago, and this time she told us to try to get an appointment with the local uscis office (in Orlando, FL) and see if they can be of any help. However, she didn't had any clue if the local uscis office could have any access to our file/case which is in California center....

If that's what you already have, look and see if there is something on the back of the original certified copy. If there is, send it again with a copy of both sides.

There's nothing on the back of the original document.

We didn't send any copies - we send original certificate as we got them from the court.
