Can some pls tell me what is package 3 and when is it needed

After your I-130 has been submitted and approved you will get "Packet 3". http://newdelhi.usembassy.gov/ivpacket309.html This is the one from Delhi but if you are going through a different consulate you can simply look it up on their website to see what all it entails. I will let someone else who has filed in the US go in to more detail because I filed in India directly.

"Package 3" is essentially an archaic term. I just looked at your timeline and it appears you are waiting on a case number from the NVC. Once the appropriate bills have been paid, you will be submitting documentation for the Affidavit of Support and Immigrant Visa application tracks. Once the NVC has the forms and documentation they need, they will schedule an interview at the appropriate Embassy or Consulate.

With the exception of the two passport photos, none of this is germane to the OP's case. For a CR-1 visa case, there is no DS-2001, both parts of the DS-230 are required, no DS-156k or DS-157, and the I-864 (or I-864EZ) is the required from for Affidavit of Support.
