proof of domicile

hi I am wondering if the proof of domicile is different if the us citizen has lived in the Caribbean. I am filing for my husband, i am and our children are us citizens but we live in the Caribbean with him.

they want me to show domicile, i have given them the voter registration card, i have also given them a bank statement however they have refused the bank statement because it was opened in a different state than the one we intend to live in. i also have state identification and i am listed as an occupant on the joint sponsors lease, that is still not enough. i am so in need of some advice. i am also at a lost as to what is the irs publication exemption and what i have to do with it? what am i crossing off or putting in.
