Need to get background check from US?!

I've (beneficiary) lived/studied in the US on several occasions (exceeding the period where police checks would be required). Do I need to get a background check from the local police of the American cities I've lived or do they screen that as part of their processes at CSC prior to issuing the NOA2??

I'm Australian (and applying as an Australian) but i have lived in france for 7 months just after i turned 16. is it true that i don't need a police check from france because i was there for less than 12 months and it is not my country of residence?

Has anyone had experience with either of these scenarios and have advice?

We only got our NOA1 a month ago - just trying to work out what I can do in advance to have the necessary documents on hand so the NVC can schedule our interview ASAP.

No need for the US check, they do that.

Yep 12 months overseas. Police link here: http://travel.state.gov/visa/immigrants/info/info_3195.html (scroll down there's a table)

NVC doesn't schedule your interview. you're doing a K1. Here is the K1 packet 3 document list: http://canberra.usembassy.gov/fiance_niv_appl.html once you return the P3 documents the US embassy in Australia will schedule your interview. You will get NOA2 (petition approval) and P3 (link above) will be sent via email. Once you get NOA2 (or people in your filers group start getting approved) I would do the medical and make sure you have your aussie police check done.
