Please follow the instruction on the guide Download Instructions for Form I-130 http://www.uscis.gov.../i-130instr.pdf

scroll down to GENERAL INSTRUCTION

PLEASE READ TRANSLATIONS

You will only need ONE ORIGINAL Marriage Cert. You will only send in COPIES of requesting documents to USCIS. DO NOT SEND IN ORIGINALS unless asked for.....

Well that is FALSE information cause on the instruction package it clearly states the following..

"Any foreign language documents must be accompanied by a full English- translation that the translator has certified has completed and corrected, by the translator's certifications that he or she is competent to translate the foreign language into English"

Now she probably meant there will be no translation required when submitting the ORIGINAL marriage cert. to the NATIONAL VISA CENTER, where from what I've heard from other member as will as the travel.state.gov website includes the following "Note: All documents not written in English or in the official language of the country in which the interview takes place MUST be accompanied by a translation in English. Translations must be certified by a competent translator and notarized. Translations submitted to the NVC will be included in the applicant's case file"
