1. A LPR cannnot petition their siblings, only a USC can.

2. Your brother cannot migrate on a tourist visa and AOS in the US.

3. It will take a USC 10 to 12 years to petition a sibling.

Your plans have many flaws in it, it will not work.

Your brother is better off visiting if he has a tourist visa to visit.

HI Guys,

I am a green card holder and I would like to bring my older brother here in the States. If he has a tourist visa, can I have him adjust his status once he's here and i will be his petitioner. How long would that take? Thank you.

you cannot file for your brother until you become a USC. once you file for him, it can take over 12 years of waiting, and he cannot adjust status in country. he has to wait in his country all those years and go through consular processing.

as said, if he he has a torist visa, he can visit but he MUST never overstay his visit.

Also bear in mind that if he attempts to do so, and he does overstay, he may incur a ban (potentially lifetime depending on the overstay).
