Visa was refused anyone knows what happens next?

I had send an appeal in May, and when I checked online with my case number, it said visa: Refused, this answer was submitted on July 25. Does anyone know what happens next?

There is no process for appealing a visa refusal. You're certainly free to send letters to the consulate begging them to reconsider. This occasionally results in the IV section chief asking the consular officer to take another look at the case, but that's only possible if the IV section chief actually sees the letter (not likely), and if the IV section chief actually bothers to look at your case (again, not likely), and if the denial was for a discretionary reason and not a hard inadmissibility or clear error by USCIS. The timing of the letter also has to be nearly perfect - you have to get the IV section chief to see the letter before the petition is sent back to USCIS.
