If it's the birth certificate with the footprint on it it's the wrong one. She needs to go get a certified copy of her "long form" birth certificate.

She also needs to submit an I-864, regardless of income, but if her income isn't sufficient you need a co-sponsor.

you can get a copy of the "CERTIFIED Birth Certificate" usually from a local Health Department in the State in which she was born. They are not very expensive, usually under $20 dollars.
