Could you please fill out your timeline to help see what is going on?

Your story is a little confusing.

What is your nationality?

So did you enter USA in 1993 legally? Or is that what the waiver was for?

Why was it sent to Lima?

You got a letter of approval for what? Who sent the letter? Rio or Lima?

Try starting from the beginning and be a little more concise so someone can better assist you with answers.
