The commission on filipinos overseas is going to require this document from you before they will issue the sticker in your passport allowing you to leave the country.

You need the parents consent or guardian consent for your seminar, and CFO..

Embassy interview: No.

CFO seminar: Yes. Bring a notarized parental consent form, and also a handwritten consent letter signed by your parents.
