Please Help! I-130 Application lost?What to do?

My husband and I applied in Delhi on April 12th for his green card. We waited and waited and nothing came in the mail. We called VFS and they told us to keep waiting it takes 4-12 weeks. 12weeks passed and still nothing. I called again. They asked us to send an email and they would forward it to the consulate in Mumbai.No reply. Called again, asked us to again email and mark it urgent. This time it got forwared to the consulate but I got no response after that. Again called asked me to send XYZ info. This time got a reply from the consulate we also need your date of birth. Emailed this info back. After almost a week of waiting. We can't find your record with the information you provided, please email us your NWD#. I really was so angry I could have spit nails. We never received any NWD# or anything else. I think the file is lost. I sent back a reply last Friday and got no response this whole week. I called and talked to a manager at VFS who said to email both the embassy at Delhi and the consulate at Mumbai through VFS. We are now in week 16 without any papers to show besides the receipt that we paid in Delhi. At the 12 week mark I called to check and the lady in Delhi said the case had been forwarded to Mumbai. I have been trying to call that same number for the last week and a half and no one picks up the phone regardless of when I call, I just get rerouted to the switchboard. I really think our file has been lost but since I can't get in direct contact with anyone in Mumbai and it take FOREVER to get a response from VFS I am really at my wits end. Does anyone have any suggestions or a direct contact number for Mumbai. PLEASE HELP!!!
