We went in person to Washington. You get the report of marriage immediately, and my wifes passport (in married name) took about three weeks.

How can you get the ROM immediately, when it has to go to the PI for processing? If by "get" you mean "submit", then yes, ours was like that as well. But they told us to order a copy of it from NSO online after about 3 months.

No it doesn't have to go back to the PI to be official. That is why they have you make four copies when you submit it. They put the official seal of the Embassy on the document, and the signature of the consul general. They also annotate the log book number it is entered in. They give you one copy for your records and the keep the rest. After that they will process the passport in the new married name. You will never get anything back from the Philippines. Bottom line is that the consulates act as an agent of NSO.

The ladies in the Embassy said it can take upwards of a year before they even bother sending it to the Philippines, as they send them in batches. She also said it was valid and official when the Embassy issued it.

That was as of last Thanksgiving when my wife and I went to Washington to get it done.

I reread what I posted and it sounded a bit snippish so I will try to be more concise.

The lady at the embassy said that our copy certified by the embassy was our "Report of Marriage"

She also said if we wanted the NSO stuff to wait about a year, but that just meant it had been put into their data base.

As it was official they could accept the new passport application in my wife's married name immediately.

The new passport arrived in about two to three weeks.

For some reason Chicago has two web sites. This one will have the information on the outreach program.

http://www.chicagopcg.com/

Chicago wants those applying at the outreach events to send their applications in early. They told me one month ahead of time, but when we didn't hear back with our appointment time, I called and they haven't actually done anything with the applications and won't until they finish up previous outreach events. You can show up and wait, but I've heard those that show up without an appointment end up in a very long line.

Yes, that is the website I have always used. I got my visa there.

Where did you go to the outreach?

Not snippish at all, Dave. Thanks for sharing. That's what this site is all about. In our case, they gave us a copy, with the little metal grommets in it, but they said that was just a copy to show it was "being processed"... according to the ladies here, an official certificate could be had from the NSO. Not sure why we would NEED a certificate saying we reported our marriage, but that's what they told us. So we do have one copy of the 5 we gave them, one went with the passport app, and they took 3 copies.

I suppose one of these days, when we go back to the PI, we can visit the NSO and ask to see the ROM, and see about getting a copy. For us here in the US, no real need for it, I think.

Thanks again!

We haven't yet. We just signed her up for the Minnesota outreach to renew her passport on August 11th. We did the report of marriage by mail already. Her passport expires in January, so the timing has worked out perfect for us.
