I had the same issue a few weeks back..

I just went to the IRS website and ordered Tax return transcripts for the most recent year, and sent them with my response letter. The tax return transcripts contain all the information that was submitted with the original tax return.

The tax return form is not enough. It must also include any W2's/1099's, and any other schedules.

If the petitioner did not work in 2011 did they include a signed statement as to why they did not include the 2011 tax return/transcript?

The wife should have included a letter stating why she wasn't required to file.

The co-sponsor should order a transcript from online because they may have forgotten part of it.

Joint sponsor sends the tax transcript for 2011. Spouse sends a letter stating she was exempt from filing taxes as she did not work.
